It was now afternoon at Garden City Beach on Nov. 3. The dead
dolphin had floated into the surf hours earlier. Passerby Benjamin
Wolf had made his calls. However, he had not left the area.
Betty Mincey said she saw him outside, watching their property. At
approximately 1:30 p.m., less than six hours after the dolphin was
found on the beach, federal and state officers stood at the beach house
door.

“I heard a knock, went to the door and found men in uniforms,”
Betty Mincey said. The man in charge identified himself as Special
Agent Albert Samuels, an investigator for the National Oceanic and
Atmospheric Administration. He was accompanied by two officers
from the South Carolina Department of Natural Resources.

“They had guns in their holsters,” Betty Mincey said. “That scared
me.”
