Albert Samuels took the stand as the first prosecution witness. “I’m a special agent with the NOAA Fisheries Office of Law Enforcement,” Samuels told the court. “My job is to investigate alleged violations of the federal statutes and regulations that are given to us by Congress. That includes the Marine Mammal Protection Act, Endangered Species Act. We investigate violations. We put together case packages and refer those case packages to civil and criminal prosecutors. We also board vessels, we conduct inspections, we work at the ports. We work with a lot of different agencies as well.”

Samuels said he worked out of the Charleston, S.C., office and that he had been a special agent for almost 21 years. His training, he said, included criminal investigator training, maritime law enforcement training plus advanced training and refresher training. His duty stations with NOAA included work in Maryland, Oregon and Washington State.
